CALGARY — A moratorium on loans for energy pipeline projects has been lifted, Desjardins Group said Wednesday, as it vowed to consider environmental, social and governance practices of clients in all future lending decisions.

The decision in July to temporarily stop pipeline loans had been applauded by environmental groups and First Nations opposed to oilsands development who urged the Quebec credit union to make the freeze permanent.

They also asked Desjardins to withdraw from pipeline lending commitments such as its $145-million stake in a loan package for Kinder Morgan Canada Ltd.’s Trans Mountain pipeline expansion project to bring more oilsands crude from Alberta to the West Coast.

But CEO Guy Cormier said in an interview Wednesday the credit union will continue to live up to its agreements with energy companies after extensive consultations with supporters and opponents of the sector over the past four months.
ESG criteria

“It means that the moratorium we put on in July now is replaced by the application of the ESG (environmental, social and governance) criteria, not only for the energy sector but all the different business sectors we invest in,” he said.

“We want to work with the sector to support the transition to clean energy.”

The decision to adopt new criteria for business decisions was welcomed by Patrick Bonin, climate and energy campaigner at Greenpeace Canada, but he said it is disappointing that Desjardins is not reassessing its existing loan portfolio.

“Although today’s announcement shows some important progress, such as investments in renewable energy projects, Desjardins failed to act consistently,” he said in an emailed statement.

“The Desjardins Group is turning its back to First Nations who oppose the (Kinder Morgan) project and is undermining the fight against climate change.”

He said Desjardins is falling short of lenders who have distanced themselves from doing business in the oilsands sector, such as the French bank BNP Paribas and Dutch bank ING.

Cormier said oil and gas investments represent about $6.6 billion out of a total of $276 billion in Desjardins assets.
Carbon neutral

He said the company will move to a carbon-neutral state by offsetting its own greenhouse gas emissions through the purchase of carbon credits starting this year. He vowed to ensure that by 2020 the emissions from companies in its investment portfolio are 25 per cent lower than the average of companies in stock and bond market indexes.

Before making an investment, he said Dejardins will assess whether the partner has consulted with affected communities, such as First Nations, and has a plan to manage its carbon footprint.

In a similar move in October, the Caisse de depot et placement du Quebec, with $285 billion in pension funds under management, announced it would increase by 50 per cent its investments in low-carbon industries while targeting a 25 per cent reduction in its carbon footprint per dollar invested by 2025.

On Wednesday, Kinder Morgan announced it would raise up to $250 million by selling preferred shares through underwriters led by CIBC Capital Markets, Scotiabank, RBC Capital Markets and TD Securities.

Cormier said Desjardins is not involved in the offering.

Hei,

kanskje ikke relevant for akkurat denne tråden, men det er mye tilskudd og finansieringsordninger i anmarsj.

Kan det være grunnen til at de ikke har koblet til denne 6-29 brønnen? At de venter til de kan få støtte til å koble den til eller for å få støtte til noen annet nærliggende som gjør finansieringen rimeligere totalt sett?

I torsdagens morgenrapport fra SpareBank 1 Markets finner vi en rangering over de selskapene på Oslo Børs som meglerhuset mener har størst opp- og nedsidepotensial.

Questerre trekkes frem som aksjen med det største oppsidepotensialet. Her mener meglerhuset at håpefulle investorer kan doble pengene sine. Et kursmål på 11 kroner, skal ifølge analytikerne, representere en oppside på 119,1 prosent.

Verre går det med Fred. Olsen Energy, som troner på toppen av listen over dårlige investeringsvalg. Med et kursmål på fire kroner, frykter SpareBank 1 Markets et kursfall på hele 77,4 prosent.

The transition to a lower-carbon society is necessary, and it is something we believe in. It is a process that will gain speed, though it will extend over a period that will nevertheless still require the use of hydrocarbons, since hydroelectric power cannot meet all our needs.

We therefore need to think globally about the scope of this transition, especially in economic terms, since the impact of the oil sector in Québec is significant in this area. A number of companies are involved in refining and processing petroleum products, generating more than $10 billion in revenues in 2015, along with $3.5 billion in taxes for our governments. And the workers in this sector have “good jobs,” earning on average 2.3 times the median Québec wage.

This does not even take into account the potential to be found in the hydrocarbon production sector. First, there are the strictly economic reasons. We know that Quebecers’ use of hydrocarbons remains substantial.

Despite a broad consensus on the importance of reducing our consumption significantly, more than 8 billion litres of gasoline were sold in Québec in 2016, up by nearly 4 per cent since 2010.

Oil products continue to rank first in energy consumed in Québec, meeting 38 per cent of our needs. According to data from the Energy Management Chair at HEC Montréal business school, Québec imports about 70 per cent of all its crude oil from abroad, thereby “exporting” more than $10 billion outside Québec. You have to be very rich to allow yourself to engage in this outflow, especially if you can meet your own needs, at least partially.

Revenues from the emergence of local operations could therefore improve our trade balance and our public finances. This idea is far from trivial: the development of other resources already enhances our economic performance and our public finances. By way of illustration, rights, permits, taxes and other contributions from the mining sector brought in more than $600 million for the Government of Québec in 2014. This does not count the impact of wages and of the value chain on the economy and on public finances.

Clearly, more work needs to be done to get a better idea of the economic potential from the hydrocarbon sector in Québec. This is why exploration work needs to be allowed to take shape. Four draft sets of regulations for instituting the Hydrocarbons Act have been published for consultation with the intention of producing the strictest regulations in North America. Québec will thereby implement the best regulatory practices and will spur innovations that will create environmental benefits here and elsewhere.

A number of concerns have been raised, most of them related to problems of cohabitation, and these require answers. For the development of our resources to be successful, the benefits must be clear, the impacts must be understood and mitigated, and trust must be established. Québec has done plenty of work over the last few years to set social-acceptance guidelines. The FCCQ has contributed greatly to these guidelines and has welcomed them.

While it is normal to require compliance with best environmental practices, we think it is abnormal to minimize the economic and financial potential during the thinking process. Regulations must embody a balanced view of the place that development of our hydrocarbons could take in our society and our economy. For this to happen, we need to allow projects that will past the test — a demanding one — of our regulations.

Regeringen har brug for at vise initiativ inden valget om 11 måneder. At få gang i gaseventyret og dermed skabe arbejdspladser, vil betyde noget i forhold til vælgernes gunst. Hvis de kan nå at sætte projekter i gang, med deraf følgende jobs, vil det give en masse optimisme i befolkningen.

Once upon a time in a northern Dominion called Canada, there was a thriving oil industry that provided fuel for vehicles, trains and airplanes. There was also a large natural gas industry that kept the people warm during the long cold winters and supplied the raw material for plants that manufactured plastics, detergents, fertilizer, synthetic clothing and a great many other items needed and used by people every day. That oil and natural gas industry employed more than a million people and its exports were the biggest contributor to the county’s international balance of payments. People working in the industry were proud that their operations were among the most technically advanced and environmentally responsible in the world.

Then a report written by a scientific advisory group called the International Panel on Climate Change was published, stating that the earth was warming and carbon-dioxide emissions from burning “fossil fuels” were the likely cause. And so it came to be that lowering emissions of the very substance that plants need to breath in the same way as animals need oxygen, and that provides the fizz in soda drinks and the bubbles in champagne, became the world’s most important environmental priority. Suddenly, after fueling the world’s progress for centuries, oil, natural gas and coal became environmental pariahs. Eco-elves flew in from far and wide to proclaim Canada’s oil and gas industry a major contributor to global warming. But in the real world, the industry contributed just a small part of Canada’s emissions, and Canada’s emissions were only two per cent of global emissions.

Suddenly, oil, natural gas and coal became environmental pariahs

Nations of the world gathered together in the magical Kingdom of Japan and promised they would reduce the use of fossil fuels. But a decade later, fossil-fuel emissions had gone up, not down. So world leaders gathered in the French Fifth Republic to once again pledge reduction of fossil fuels. But even as world leaders announced this pledge, three dozen countries, including two with more than a third of the people in the world, continued to build hundreds of new coal-fired power plants. Coal was already the biggest source of carbon dioxide and those new plants would raise coal emissions by another 40 per cent. That meant that, even if Canada were to disappear into stardust, its tiny share of global emissions would be replaced in a matter of months.

Amazingly, these realities mattered not to Canada’s starry-eyed prime minister, who vowed that his little northern country would set an example to the world. His paladins imposed special taxes on the users of fossil fuel, creating hardship for the people while also weakening the dominion’s competitive position with its largest trading partner. The prime minister journeyed to the main oil and gas producing province, hoping to use his imagined charisma to convince workers worried about losing their jobs that “phasing-out” their industry was necessary to stop global warming.

People asked the prime minister what was to replace all that fossil fuel energy? He proclaimed that it would be “green energy” generated by the wind and the sun. But the people knew that the wind only blew some of the time. And that, in this northern land with little sunlight during short winter days and none on long cold nights when energy is needed most, solar was useless. And the government had not learned from experience in a province called Ontario, where billions of dollars spent on green energy had yielded only small amounts of very expensive and unreliable power that needed back-up fossil-fuel power plants to prevent black-outs.

The folly of relying on green energy was undeniable, but, alas, neither the eco-elves nor the prime minister took heed. Neither did they face the truth that trying to force down Canada’s already tiny global emissions would hamstring the country’s most important industry only to have its fossil-fuel production, and emissions, replaced by production from other countries.

The prime minister and his paladins remained convinced their green dream would come true, if only they believed. And so this fairy tale of doing good for the world became a nightmare for this small northern dominion. Sadly, the rest of the world didn’t even care.
